<p><span style="font-family: arial,helvetica,sans-serif;"><span lang="EN-US"><font color="#000000" size="3">Over 60 participants from key stakeholders: former prime minister, diplomatic corps, development agencies and partner countries, civil society, academia and the private sector gathered to discuss on how to make the current UN development system more effective in the context of evolving global challenges?</font></span></span></p>
<p><span id="more-733"></span><span style="font-family: arial,helvetica,sans-serif;"><span lang="EN-US"><font color="#000000" size="3">The funding for the conference was received from the Ministry of Foreign Affairs of the Netherlands, the Swiss Development Cooperation and the Norwegian Ministry of Foreign Affairs.&nbsp;</font></span></span></p>
<p><span style="font-family: arial,helvetica,sans-serif;"><span lang="EN-US"><font color="#000000" size="3">The conference&nbsp;was convened by the Geneva-based FUNDS Project and the New York-based Ralph Bunche Institute for International Studies as is a part of an ongoing process towards greater reform of the UN development system. </font></span></span></p>

It seeks to make the current UN development system more effective in the context of evolving global challenges and is part of an ongoing and dynamic process towards greater reform.</p>

<p>The specific objectives for the Wilton Park event are as follows:</p>

<li>consider how to accelerate the Delivering As One process in the light of the 2012 evaluation, both at the country and headquarters levels;</li>
<li>examine the implications of two global perception surveys for UN reform (2010, 2012)</li>
<li>consider how, structurally and procedurally, the system could become more effective in addressing contemporary development challenges, in the context of the changing aid architecture;</li>
<li>consider the evolving role of the BRICS in the UN development system, as funders and partners, and their influence on individual parts of the system;</li>
<li>review the evolution of private funding to the UN and the multi-donor multi-partner trust funds which have grown up in the last ten years;</li>
<li>review the impact and effectiveness of the UN development system in assisting developing countries to achieve the MDGs, as compared with other public and private development assistance channels;</li>
<li>consider a post-2015 UN development agenda, with goals as appropriate.</li>

<p>In February 2010, the FUNDS Project carried out its first survey on the future of the United Nations development system. We once again invite you to participate in our 2012 Survey on evaluation of the UN Development System&rsquo;s role, function and performance.</p>

<p><strong>Key conclusions of the report: </strong>The efficiency of the UN development system and the need to reform it has been much discussed but with little progress and with gathering frustration and concern. The core problem is decision making; the historical design of the system and its fragmentation has resulted in the lack of any overall control which is not subject to the national interest of members.</p>
<ul>
<li><span id="more-309"></span></li>
<li>The absence of central governance is the single largest obstacle to any reform of the UN system or any part of it.</li>
<li>The Delivering as One programme holds out the greatest hope for reform, and with more countries signing up to it, change may be effected from the bottom up.</li>

			<content:encoded><![CDATA[<p>Acclaimed BBC World Service programme on the environment and development issues ‘One Planet’, sent presenter Richard Hollingham to the conference &#8220;Future of the UN development system&#8221; at Wilton Park, UK.</p>
<p>One Planet used the conference  as an opportunity to shed focus on challenges facing the United Nations in terms of development. Presenter, Richard Hollingham, spoke to Andry Raharinomena (Director for Economic Cooperation and Aid Coordination, Ministry of Economy and Finance) about Madagascar and Harsha Singh (Deputy Director General, WTO, Geneva) about aid and the economic successes of Brazil, Russia, India and China (BRIC).</p>
